Description
Tooltip text has to be announced for the user, when it is additional text or instructions (not the repeat of element name). To better understand about the element, how to interact with it.

Preconditions
Security -> Rules -> Detection rules (SIEM) page.
Use Screen Reader (VoiceOver).

Steps to reproduce

1.Navigate to Manage value lists.
2.Observe screen reader.

UI elements + VoiceOver

Actual Result

• When focus is on Manage value lists - tooltip appears for element, but it is not announced for the user.

Expected Result

• Tooltip text is announced for the user when focus is on element.
