Describe the bug:
With NONE privilege to Rules, Benchmarks page is opened on navigating to Rule page.

Pre-conditions:*

1. Kibana 9.3.0 must be running.
2. User with below Role must be present.

Steps to reproduce:

1. Login with pre requisite User.
2. Navigate to Security -> Rules.
3. Observe that Benchmarks page is opened on navigating to Rule page.

Expected behavior:
With NONE privilege to Rules, Rule page should open on navigating to Rule page with a message prompt for missing privileges.
