Summary

keep the standalone OWASP ZAP workflow as manual/ad-hoc only
avoid blocking release PRs with a stale staging URL before the staging deploy phase
retain the real DAST gate in ci-pipeline after main deploys staging

Validation

pre-commit run --all-files
