Updates ATF to the latest protocol from estuary/flow#2176, which added information about fallback keys.
GitHub removed the Ubuntu 20.04 LTS runner on 2025-04-15, so we have to build with a newer ubuntu version.

cargo update -p proto-flowthen fixed compilation errors frommaketo get the build to succeed locally.I also had to update our build to use
ubuntu-24.04since GitHub removed support forubuntu-20.04a couple months ago.
