DATV demod server plugin

Server variant for the DATV demod plugin allowing headless configurations for remote, repeater, etc... Was motivated by combining SDRangel for reception and Pluto equipped with F5OEO PlutoDVB2 firmware to create a DATV repeater. See https://github.com/f4exb/sdrangel/blob/master/scriptsapi/plutodvbrpt.py for a script that controls the Pluto PTT depending on sending TS on UDP from the DATV demod.
