This transitions our code to use black. In this PR, there aren't any manual code changes, the only relevant changes are in pyproject.toml, .travis.yml, README.rst and CONTRIBUTING.rst.

I know this will confuse git blame a lot, but it's really the best way forward in modernizing the library.
