This transitions our code to use
black. In this PR, there aren't any manual code changes, the only relevant changes are inpyproject.toml,.travis.yml,README.rstandCONTRIBUTING.rst.I know this will confuse
git blamea lot, but it's really the best way forward in modernizing the library.
