This allows one to use the SingleFile when targeting .NET 9 or 10, and still getting the .NET 8.0+ enhancements. Disclaimer: I have done this globally without evaluating every potential case, but it seems to work.

I have tested this against .NET 6 - 10, as well as .NET Framework 4.6.2 - 4.8.1.
