Refactor the service with API and separate DB

[fepitre]

Package Rebuilder was made as POC that we can actually rebuild Debian (https://www.qubes-os.org/news/2021/10/08/reproducible-builds-for-debian-a-big-step-forward/). I did it in a way it was easy to get results. Now it's time to think about releasing it but not in the current status. Here is two separate tasks that needs to be done:

• Refactor (some attempts https://github.com/fepitre/package-rebuilder/tree/devel091021 and https://github.com/fepitre/package-rebuilder/tree/devel20221104),
• Drop upload service and implement an API to serve results.
