Update Template Versions to modern AGP 9.x for 3.47

Update the template versions to very new AGP 9.x for the 3.47 release. This is because we want to raise the warn version. Although it is okay if the warn and template versions are the same, we generally want the template versions to be the latest so we can test the latest.
