Fix auto-cleanup of repair issues

Description

This PR fixes the auto cleanup of issues.

Motivation and Context

This is a regression of cleanup done in v2.2.1, more specifically in #603.

• fixes Repair refresh rate? #620
• fixes Repair: false positive Unknown services used in: ...... #626
• fixes Repair: False positive for missing service "notify.alexa_media" #624
• fixes False Positive: Two devices moved from Wiz to Matter are now a false positive #650
• fixes Incorrectly Flags ZHA Service Errors on Startup #636
