This URL in the banner works, but it is outdated:

It should be replaced by https://gap-packages.github.io/LocalNR/

and http://www.imath.kiev.ua/~algebra/LocalNR/ could redirect to the new package website.

Alternatively, you can delete the banner from PackageInfo.g, since it is optional. Then you'd have the default one, which would look like this:
