docs: promote engine-not-application from list item to section - #220

The third "How it works" bullet was categorially different from its neighbors: ternary kernels and zero-copy weights explain why the Pi 5 result is fast, while application-neutrality explains what geistlib IS — and as list item three it read as a footnote instead of the identity statement it is. It now stands as its own section, restoring the "that is the deal" sentence the redesign dropped, and pointing at docs/README.md where the boundary (no chat templates, no tool use, no policy) was always spelled out. "Embed the library" references it instead of repeating it.

The neutrality claim is the embedder-facing differentiator, but as bullet 3 between two performance points it read as a footnote. Own section now, with the old "that is the deal" sentence restored and the docs/README.md boundary linked; Embed-the-library cross-references it.
