chore: move ruff config into a ruff.toml

To streamline our pyproject.toml we should move the ruff configs out of it into a ruff.toml

Closing as invalid. Ruff's official documentation explicitly recommends using pyproject.toml for configuration. Moving to a separate file would go against the tool's own best practices.
