Record core pipeline drops for client reports #1003
Description
Part of #882. Depends on #1002.
Instrument sentry-core drop points to record client outcomes for event_processor, before_send, sample_rate (events and transactions), and before_send_log. Ensure transaction/span special-case accounting matches the client reports spec so core-side drops are visible in outcomes.
