Support MCP resources and prompts.

Describe the feature or problem you'd like to solve

MCP servers provide three distinct features: tools, prompts, and resources. Currently, Copilot only supports tools. In addition, please support resources and prompts.

Proposed solution

Tools can provide a description and a schema for the request. However, often times more complex documentation may be needed and resources can fill that gap. Prompts would also be useful to provide pre-defined prompt templates to users.
