Track: reaction tools for issues and pull requests (#2732)

Tracking issue

Tracking the rollout and validation of the reaction tools introduced in #2732 (by @timrogers + Copilot).

Scope

PR #2732 adds the ability to add emoji reactions to:

• Issues
• Issue comments
• Pull request review comments

Validation checklist (consolidated tools)

• React to a PR body (add_issue_comment with reaction)
• React to a PR review comment (add_reply_to_pull_request_comment with reaction)
• React to an issue body (add_issue_comment with reaction)
• React to an issue comment

This issue itself is being used as a live smoke test of the consolidated issue tooling — reactions and a comment will be added below.
