Message Category always comes back as PAYMENT_AUTHENTICATION in Initial authentication response

We want to have a NON_PAYMENT_AUTHENTICATION flow for message_category=NON_PAYMENT_AUTHENTICATION in the initial authentication request. However, we have observed that regardless of what we provide in the message_category in the request, the response comes back as message_category=PAYMENT_AUTHENTICATION.

Can you suggest a possible solution to ensure the correct response when the message category is NON_PAYMENT_AUTHENTICATION?
