Allow usage for custom linters without a need to recompile `golangci` binary

Current requirement to recompile everything to use for a custom private linter is sub-optimal.

Describe the solution you'd like.

Would be great to have an Interpreter built-into into golangci, something like yaegi so that custom linters could be just a bunch of code in local repo.

Describe alternatives you've considered.

Recompiling custom linter as plugin is not an option here.

If you want to write custom rules you can use ruleguard rules of gocritic

Good tip about ruleguard, though, this is the first I've heard of and it seems like it could definitely solve some use cases for custom plugins!
