Fails to build with python3. 2to3 works. Not sure if it's output is backwards compatible.

google-apputils users should migrate to absl-py:

It is the modern version of these libraries, officially supporting Python 3.

Is the appcommands module going to make its way into abseil-py at some point? That's the only thing stopping me from migrating.

I have created a PR for fixing syntax to support python3. Do I have to assign it to someone ?
