Access Denied: Cannot delete BigQuery dataset in regression test.

It seems that we suddenly have lost permission to delete BigQuery datasets in our regression tests. It doesn't work on local or Travis.

Error is as follows:

BigQuery "after all" hook:
     Error: Access Denied: Dataset long-door-651:gcloud_test_dataset_temp187832e0_XXX: 
The user USER@developer.gserviceaccount.com does not have permission to delete 
dataset PROJECT_ID:gcloud_test_dataset_temp187832e0_XXX

Google Status shows no issues and all functioning normally. https://status.cloud.google.com/

I can't for the life of me figure this out. Literally just stopped working for me. I can delete the dataset through https://bigquery.cloud.google.com/, through API Explorer here. But can't delete through our library or using cURL. And by this HN comment:

"If it doesn't load through curl, it's broken." --someone

I've also tested on both my google-provided test account and a personal account with no success. I'm guessing BigQuery API is broken then! @jgeewax can you look into this?
