@jonparrott I figured this would be good for you to get a sense of why I'd be sending PRs for helpers before actually implementing the methods themselves. The helpers themselves contain quite a bit of code (HappyBase is a nice abstraction and the work is worth it).

Note for google-cloud-bigquery developers: This also refactors these classes so
that `_set_properties` does not modify the `_properties` dictionary in-place.
Doing so was also mutating the request object, making it difficult to debug
what request was _actually_ sent. Before this change, many tests hallucinated
that the request was always equal to the response.

In this change we are including the vscode and jupyter environments in
the application name set in the BigQuery jobs. This would help
understand the BigFrames usage coming from those environments.
