Charts[Network Node]: Ensure OTel collector is able to export metrics and traces

We need to ensure the following:
- Node metrics are exported through OTel collector to external Prometheus
- Traces are exported through OTel collector to external Grafana OTLP endpoint
- Grafana dashboard has these sets of charts: https://github.com/hashgraph/hedera-services/tree/develop/hedera-node/infrastructure/grafana/dashboards/production/hedera-node
