helm test was not triggered even any chart related files were changed

I noticed that any PR that changed files under chart/directory

did not trigger the step Helm Chart Test of PR Check workflow to run

For example, a recent PR

https://github.com/hashgraph/full-stack-testing/pull/865/files

changed files under chart directory,

but in the PR Checks Helm Chart Test was skipped
