chore: refactor the examples and gradle plugin projects as separate builds

Description

This pull request changes the following:

• Makes the fullstack-examples and fullstack-gradle-plugin modules standalone Gradle builds.
• Uses the includeBuild() features to reference the root build from both of the new root Gradle builds.
• Does not update the CI pipelines, will handle these changes via GMD: Update CI pipelines to handle Gradle build changes in #396 #414
