Introduce Sam31TrackerVideoModel (PVS multiplex tracker) and Sam31VideoModel (PCS video) with modular sources, conversion scripts, docs, and unit tests. Based on the Meta SAM 3.1 multiplex architecture (shared-memory multi-object tracking up to 16 objects per forward). Includes wiring into auto maps, shared TriNeck vision encoder, IoM association defaults, and a geometry-encoder always-on fix for Sam3Model when used as detector heads. Unit tests cover config round-trip, multiplex components, vision forward, and save/reload for both model families.
