torchaudio 2.9 removes crucial functionality: pytorch/audio#3902
Adapting to the changes is complex (see #482) and will require a big increase in the minimum supported torch version.
Also update deprecated Docker commands: https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/
