add 23:59:59 to "choose a time"

It would be handy to have 23:59:59 as a quick select when creating events/exams.

That's in the admin and kind of difficult to modify (without monkeypatching). But I hope to have native (non-admin) event edit in place sometime, and I'll keep this in mind.
