…and resource admins to still upload public templates. Previously it was limited to just root admins.

@nlgordon Domain Admins should also be able to create Featured templates. However, the Featured Templates and Public templates should only be available in the Domain Admin's domain if our new option is enabled. |

Adding global setting to limit public templates to the domain tree the template lives in
Updating 'allow.public.user.templates' global setting to still allow domain and resource admins to upload public templates.
