Create instances from launch templates

Adds new functions to remote.py to allow launching of instances based on launch templates.

Instructions for use:

1. Create an AMI from an existing EC2 instance:

First, you need an existing EC2 instance that you have configured to your liking. Once it's set up, you can create an AMI from it using the create_ami function. If your instance is named my-instance, you would do:

remote  create_ami --instance_name <my-instance> --name <my-ami> --description "My AMI"

This will create an AMI named my-ami from the instance my-instance. The new AMI will have a unique ID, which will be displayed in the console.

2. Create a Launch Template using the newly created AMI:

This can be done using the AWS console here: https://eu-west-1.console.aws.amazon.com/ec2/home?region=eu-west-1#LaunchTemplates.

It is also possible to do this with awscli and in a future iteration this can be incorporated into remote.

4. Launch an instance from the Launch Template:

Finally, you can use the launch_instance_from_template function to create an instance from your launch template. If your launch template is named my-launch-template, you would do:

remote launch --launch_template my-launch-template --name new-instance

This will create a new instance named new-instance using the AMI and configuration specified in my-launch-template.
