idea: Let's move to Bazel build system

Problem Statement

CMake build system is:

• Slow and inefficient
• Complex to maintain
• Difficult to manage dependencies
• Inconsistent across different development environments

Feature Idea

We want to switch to Bazel to:

• Improve build performance
• Simplify dependency management
• Enhance build reproducibility
• Provide better cross-platform support (Menlo Pi etc)
