When we did the PyTorch move, we filed a new issue with the details of the CLA change (pytorch/pytorch#85559) and then wrote a script to post a comment on all open PRs with /easycla and a brief update linking to the central issue (eg pytorch/pytorch#55680 (comment))

We swapped the repo over to the main OpenJS CLA group and reran the cla check as a test. @jorydotcom

@zpao so we are all set now - the Jest project is part of the OpenJS Foundation CLA Group so any person who has signed the CLA for other OpenJS projects, and any CLA manager who is authorizing contributions to OpenJS projects, will be able to contribute/include the Jest project.
