meta: publish to conda forge

Hi, recently we adapted hatch-cython to build biotite. However, biotite is also released via Conda. Hence, hatch-cython would also be necessary in the Conda build, which is not possible in the moment as hatch-cython has no Conda package.

Therefore I propose to add hatch-cython to conda-forge. If you do not mind, I could also create the package myself and add you as second maintainer.

No issue with publishing to conda, although specifically related to supply chain risk mitigation I would prefer to keep the ownership for now - what is the timeline you are expecting to release on conda-forge?

I created the PR at the staged-recipe for conda-forge, although the build tests for Linux and OSX were terminated with an error.
I would really appreciate it if you could help me find a solution 🙏
Additionally, could you please check if the appropriate maintainers are listed, @joshua-auchincloss ?
I am also listed on that, but I don't mind me leaving if any.

To prevent extended periods of silence, I plan to merge the conda-forge PR soon.
