ARDOPC not keying up

I've installed the Build-a-Pi V.3 on a RPi 3B and loving almost all of it. When I setup FLRig for my FT-891 and use flrig:flrig for the rig in all apps, only ARDOP does not key up ... ever.

My hardware: Tablet running VNC <==> Cell Phone HotSpot <==> RPi 3B <=USB=> FT-891 (Rig Ctl)
<=USB=> Digirig <=Audio Cbl=> FT-891 (Audio I/O)

I'm attempting to troubleshoot this issue but am at a lose as to where to go next. I've checked:

• the ARDOPC website for configuration issues,
• the ARDOPC config file, and
• Jason's Build-a-Pi, v.3 Youtube video.

Please point me in the direction of corrective steps.
