1. Copied the file to %SystemRoot%\System32\

2. created reg entries

HKLM\System\CurrentControlSet\Services\AuthSrv\Parameters\ExtensionDLLs - %SystemRoot%\System32\NpsWrapper.dll
HKLM\System\CurrentControlSet\Services\AuthSrv\Parameters\AuthorizationDLLs - %SystemRoot%\System32\NpsWrapper.dll

The Network Policy Server service terminated with the following error:
The specified module could not be found.

It fails loading managed DLLs probably.

Move ALL .dll and .config under same path (i.e. C:\Program Files\NpsWrapper).
Set REG entries accordingly (i.e. C:\Program Files\NpsWrapper\NpsWrapper.dll).

Avoid RegAsm.exe

Thanks for your Help. Not Sure why i'm getting the above errors

I have Already Installed the following on my Win 2016 Server

1. Microsoft Visual C++ 2013 Redistributable (x64) - 12.0.30501
2. Microsoft Visual C++ 2015-2022 Redistributable (x64) - 14.40.33810

Note:- If i remove the DLL entries from Registry [C:\Program Files\NpsWrapper\NpsWrapper.dll], NPS is Restarting and working fine.

Make it simpler, just copy all files from your build output directory, likely NET.NpsWrapper\x64\Release

Looking at my output dir, there is at least Auth_WatchGuard.dll missing in your screenshot plus several more libs

That's why i have excluded the Auth_WatchGuard from code. For testing We can exclude the Auth_WatchGuard from source and comment the MFA portion ?

After removing the Auth_WatchGuard, My NET.NpsWrapper\x64\Release folder looks like below
