In preparation for the 0.8 release this PR updates the
Cargo.tomldependency specifications to the latest semver compatible versions. The rationale for this can be found inCONTRIBUTING.md.Additionally there is one semver incompatible update. The
float-cmpcrate got bumped from0.8.0to0.9.0. Unfortunately they don't have a changelog, but I checked the git diff and it's only a few commits. Most interesting was a macro fix, which previously could generate code that clippy would complain about. I didn't see any breaking changes.
