Add a NEW chip for Delivery Logs based on a flag value

• Add flag aclpLogs.new
• If the flag is set to true display a NEW chip in Primary Nav and Delivery Landing page

Upon production release, changes in this PR will be visible to:

• Some customers (e.g. in Beta or Limited Availability)
