• Adds openai/gpt-5.4 to the OpenAIModels type in the inference module
• Adds gpt-5.3-chat-latest to ChatModels type and supportsReasoningEffort() in the OpenAI plugin
• Adds openai/gpt-5.3-chat-latest to the OpenAIModels type in the inference module
