Fix CI failure

The CI currently isn't running any tests because it fails at:

I had to fix an issue on the dashdb vm. We switched to community edition.
I am testing the CI with this draft PR

I was able to successfully run a CI for loopback-connector-dashdb . So the problem is fixed.
