P1: Recommendation engine — contextual feed + gap analysis

Background

Current recommend uses only the global trending feed. radar can be smarter by cross-referencing installed skills with contextual recommendations.

Solution

1. recommend --contextual mode using GET /recommendations/contextual
2. radar switches to contextual feed for smarter gap detection
3. Add /recommendations/contextual to ALLOWED_ENDPOINTS
