NuGet/login can't authenticate through a reusable workflow call (github.com/NuGet/login#6, #9, #24) - the job_workflow_ref claim it gets never matches a trust policy. Build/test/pack stays shared; the actual OIDC login and push now run inline here so the claim matches this repo's own workflow file.
