Add a way to autodetect or choose locale in the web interface

Currently, locale has to be set in the code. It should be great to add a way to autodetect it, with a proper menu/button in the web interface to override it.

I think that setting a fixed value is not appropriate in a context where the interface may be used by various people, with various languages.
