docs: peer onboarding uses destinations fan-out config#27

Rewrite docs/peer-onboarding.md so an invited peer configures the shared
server via the new `destinations` config (overrides.hook-context-intelligence
.config.destinations in settings.yaml) instead of the legacy two scalar env
vars. This lets a peer choose WHICH of their sessions to contribute via
include/exclude globs (no `include` => nothing is sent), keeps the secret
token in keys.env referenced as ${CI_TEAM_KEY}, and keeps the legacy
two-env-var method documented as a simplest "contribute everything" fallback.
Verification steps and the security/opt-out guidance are unchanged.

Peer onboarding now uses the destinations fan-out config so contributors can scope which sessions they share via include/exclude globs (no
include=> nothing sent). Legacy two-env-var method kept as a simple fallback. Verification and security guidance unchanged.
