Azure Function run configurations could be more configurable

Some configuration options I'd like to see:

1. Working directory or at least which local.settings.json file to load and which hosts.json file to load
2. Command line flags to pass to func start
3. Let me pick which local.settings.json to import; as it stands, it shows a single file, and I can't tell what the path for that file is. I had to use process monitor to figure this out

@idontusenumbers Thanks a lot for your feedback, and I agree that we need more options for function development experience. I've added the items into our backlog, will update here once we get any updates.
