Package type-check commands are not being executed in PR and CI pipelines

Issue:

• PR and CI pipeline checks are not executing the type-check command of each affected package in the tree.

Broken state in CI was introduced by this PR #24856. The changes in that PR somehow resulted in ONLY the react-18-tests-v8 package's type-check command being the only one executed out of all packages.

The fix seems to be to add "type-check": [] explicitly to the lage.config file because as of right now, whenever lage type-check is ran, only the react-18-tests-v8 package's type-check executes (after the v8 builds). It seems we need to explicitly declare a type-check for all packages before having one scoped to just a single package (like with react-18-tests-v8)
