[Bug]: React fluentui Split button in high contrast mode (windows) border color dissappears on hover

Bug Description

Actual Behavior

On hovering the primary button in Split button the border color disappears. This happens for windows in high constrast theme selected like(dusk, desert, aquatic) etc.

Expected Behavior

The border color should not disappear
