Since there's no need for an allocator mgr, we can also rename the files allocatormgr.h/cc to something like allocator_utils.h/cc.

Remove AllocatorManager class
Motivation and Context
After the refactor PR #15833 is in, AllocatorManager class is not referenced anymore.
