docs: update ONNX compatibility table

Summary

• Add ONNX Runtime 1.21 through 1.28 rows to the compatibility table.
• Use ONNX versions from each ONNX Runtime release tag cmake/deps.txt.
• Use the corresponding ONNX tag operator set and IR metadata for opset, ML opset, and IR values.

• python table check for expected 1.21-1.28 rows and descending order
• git diff --check
• diff secret/conflict scan
