Disable Azure DevOps dependabot

Replicates dotnet/arcade#16312 to disable dependabot on Azure DevOps for this mirrored repository.

Adds .azuredevops/dependabot.yml configuration:

• Disables campaigned updates
• Disables security updates
• Updates should flow through GitHub instead
