Switch from `applicationinsights` to `@microsoft/1ds-core-js` NPM package

Summary

In order to gather telemetry in compliance with Microsoft data handling practices we'll need to switch our CLI telemetry implementation code to use the @microsoft/1ds-core-js NPM package.

Motivation

We don't want to manage our own ADO subscription with Application Insights.

Right now, the @microsoft/1ds-core-js package is just a stub on NPM. The real package is only accessible via an internal ADO feed. We cannot do this migration until the package is available publicly.

As part of this, we may find that some of the data we explicitly gathered ourselves is no longer necessary as it's already collected by 1DS.
