Dead links in README.md

At the Security Documentation section of the README.md, both the links for Security Configuration Guide and Security Best Practices lead to a file that has been deleted (or moved).

Our linting ado job also failing because of this, we have to address this before 0.82 releases

If you look at the commit history, the two files were removed as part of a PR #15370 due to the documentation generated with the help of AI, and it having no relevance with RNW and it's related secruity info. There are either two fixes to this,

1. Generate the documents for this, without AI slop
2. Remove these links entirely from the README.md

One thing that can be done alternatively is to add these files and add a sort of "TODO" to it.

Since this is tagged as a "good first issue", can I contribute to this? Would love to contribute to the documentation fix for RNW!

Use the 2nd one, remove the link from the ReadMe
